U.S. Health and Human Services Secretary Tommy Thompson said Wednesday he was considering increasing the federal tax on cigarettes of $ 2 a package – from the current 39 cents – in line with the recommendations of the advisory committee.
Last week, HHS ‘Inter-agency Committee on Smoking and Health, approved the plan for a sharp increase in tax. Half the money raised will be earmarked for initiatives to help people quit smoking.
Anti-tobacco campaigns immediately welcomed the decision and pressure on the government to accept.
“We urge the Administration and Congress to act quickly and aggressively to implement the plan, William Carr, executive vice president of Campaign for Tobacco-Free Children, said in a statement.
“If they do so, it represents an unprecedented national commitment to address the leading preventable cause of death and disease in our country. The Committee estimates its plan would interfere with the three million premature deaths and help five million smokers to quit.”
Health experts say smoking is the biggest cause of preventable death, killing 400,000 people each year from cardiovascular disease and cancer.
Thompson said the doctor, Richard Carmona, who headed the committee was to make a recommendation for him.
“I have not yet decided on the tax, but I like the concept of the fund” Thompson told reporters. “I think that the general prerequisites for creating a certain fund to give back to the United States for people who want to quit smoking, it was good.”
Thompson said 70 percent of smokers want to quit smoking but can not be supported, including drugs, to do so.
He said he raised taxes on cigarettes, as Governor of Wisconsin, but added the issue of tax is problematic from a political standpoint.
Several studies have shown that the increase in the price of cigarettes can deter smokers, especially young people-managers.
In 1998, states reached an agreement with tobacco companies in which they received $ 246 billion over 25 years to pay for costs associated with smoking diseases.
Anti-smoking campaign, said said the recent raids, these and other tobacco prevention funds to cover budget deficits.
On Tuesday, Minnesota Gov. Tim Pawlenty proposed the elimination of state youth tobacco prevention fund, using the cash to cover the state budget deficit.

What to Drink with a Cigar?

In response to a question that you should drink with a cigar is not simple. A lot of it is up to individual preferences. You should drink what you feel comfortable in the end, smoke cigars, this is a very personal thing, and all of the ritual to facilitate implementation. To drink it exclusively because it seems to have done the thing is to miss the point with a cigar.
Other aspects could contribute to the decision that the drink with a cigar. Time of day for example – smoking cigars after dinner drinks will require a variety of cigars smoked in the morning. This is not an exact science.
Nevertheless, the problem of what to drink with a cigar of them can seem an insurmountable obstacle for the novice cigar smoker, so I tried to submit a brief guide to some of the most common drinks in order to simplify the situation.
Striking balanceWhen in choosing a good wine to go with a cigar, in general, you should try to meet the tastes and the relative weights. A full-bodied cigar full of calls to drink, but more subtle drinks such as champagne, but they still may work, require a much lighter cigars.
According to Jack Bettridge at Cigar Aficionado There are two main problems with this rule: as a community, it is not always true, and this rule, which is more useful to avoid errors, than to open a new sublime marriage of drinks and cigars.
Truly a great pair when the complex flavors in the cigar and the spirit of synergy – that is, attributes that were not obvious to come to the fore. A dull cigar suddenly preferred cocoa, whiskey tastes of orange peel. Both cigar and spirit to develop nuttiness where it previously did not exist. Prediction or stating the reasons for such success is far more complex than just correspondence of body weight. A spicy, salty cigar can soar when paired with a sweeter spirit because the flavors complement and create overtones of toast, or nuts.
With this in mind, it becomes simply a matter of testing different combinations until you find that suits you. Some people still use traditional accompaniments of cognac or port, while others prefer a single malt scotch, or rum. Even soft drinks such as coffee, were found to good cigars. In fact, it turns out that almost any drink with a complex flavor can be a good match to a fine cigar.
CognacCognac is a traditional, almost clichéd, to drink with cigars. This is mainly because of timing – as is usually taken after meals, so they naturally became associated. It can be argued that there is no better than to drink in combination with a cigar after dinner.
After paying the money for the cognac, pay attention to the appointment of bottle age. VS (Very Special) is the lowest category of age, and in general should be ignored for pairing with cigars. The average age is indicated VSOP (Very Special Old Pale), and points out the aging at least four and a half years. Mild cigars, and the average able-bodied to go particularly well in this age of cognac. The highest age group is the CW stand for higher old, and has a minimum age of six and a half years, although much older than the cognac can sometimes be part of the mixture.
ScotchScotch, especially single malts, this is another good drink to have with cigars. Taken on the rocks or straight up, Scots are not even strong cigars, and unlike cognac, you can drink Scotch at any time of day. There are hundreds of different blends of Scotch available today, and you never had time to try every cigar with each tape. In many cases, these differences are so subtle that it is difficult to recommend particular pairing cigars and Scotch, but half of use in experiments. The very diversity of the available funds, which will be further experiments for many years to find inspiration for the game selected cigars.
RumTraditionally, rum and cigars from the same geographic area. If we say to Cuba or the Caribbean, populations of cigars is also prepared rum. For this reason, these two complement each other very well. Cigars authorities to make their cigars go to drink with which they speak. That changed somewhat in the modern world, those cigars are not necessarily limited to just drinking rum and cigars, so they produce may be better suited to other beverages. Rum in the cheapest and most basic forms can destroy even the best cigars, accentuating any roughness smoke until all pleasure is lost completely. However, if you buy the right model may well be the perfect complement to a good cigar.
Non-Alcoholic drinksAccept as true or not, you can drink soft drinks with cigars. Given that you are careful about which drink you choose, and soft drinks can be just as satisfying as a good cognac or single malt scotch. One of the best non-alcoholic alternative to coffee, espresso, primarily, as it is serious, complex flavors that complement the taste of a good cigar. According to Eric Risberg, a cup of coffee contains more than 600 different taste characteristics, which makes it an ideal accompaniment for the average able-bodied cigar.

Each brand and type of cigar tastes different. Despite the fact that the wrapper does not entirely solve the taste of the cigar, darker wrappers, how to prepare a sweetness, while lighter wrappers usually have “dry” taste. Lee cigar mild, medium, or full of able-bodied does not correlate with quality. Different smokers have different preferences, some liking one good cigar better than another, while others disagree. Some words used to describe the taste and texture include cigars, spicy, sharp (red or black), sweet, harsh, burnt, green, earthy, timber, cocoa, roasted years, spicy, creamy, cedar, oak, chewy, fruity, and leathery . Cigar smoke, which is rarely inhaled, tastes of tobacco with nuances of other tastes. Many things affect the smell of cigar smoke: tobacco category of quality cigar, added flavors, age and humidity, production method (handmade to machine production), and much more. A fine cigar can taste completely different from the inhalation of cigarette smoke. When inhaled smoke, as well as conventional cigarettes, tobacco aroma less noticeable than the sensation of smoke. Some cigar enthusiasts use the same vocabulary, wine-tasters to describe the overtones and undertones seen with smoking cigars. Magazines are available for recording the personal ratings, description of aromas noted sizes, brands, etc. Cigar Tasting in such respects similar to wine, brandy and whiskey tasting.
